  Overview

Dallas Love Field (DAL) is located in a noise-sensitive area surrounded by residential, educational, and medical areas. DAL is essential in its role of providing economic, social, and cultural stability for the City. It is important that the airport be operated in a manner that allows it to fulfill its vital role of attracting business to Dallas, while protecting and preserving the quality of life in the surrounding neighborhoods. In order to balance these needs, the City of Dallas has adopted policies, which not only recognize Love Field’s importance to the Dallas community but also established the Voluntary Noise Program.

Nighttime Preferential Runway (RWY 13R/31L) for all jet aircraft and any aircraft weighing over 12,500 pounds, between the hours of 2100 and 0600.

  APU Use

All airlines are encouraged to use gate power/air whenever possible to
minimize the operation of APUs. Tenants are encouraged to remind based aircraft operators and customers of the noise sensitive areas around the airport and to minimize the use of APUs whenever possible.

  Engine Runup

No person shall start and run up an aircraft except in a place designated for such purposes, and such activity shall not be conducted at Dallas Love Field or Dallas Executive Airport between the hours to 0000 and 0600. Expanded to a voluntary moratorium between 2200 and 0000.

  Flight Training

All training activities are restricted during 2200 – 0700. Touch-and-go activities are refused if it interferes with smooth air traffic flows into and out of Dallas Love Field.

Love Field Environmental Advisory Committee (LFEAC)

An integral part of the overall approach to understanding aircraft noise at Dallas Love Field is the open communication between the various parties involved in developing, monitoring, and improving the program. The LFEAC was established to provide an open forum for discussion among airport neighbors, operators, Federal and City aviation representatives on issues related to the Voluntary Noise Program and other noise related concerns at DAL. Attendees meet quarterly to review noise reports , evaluate the effectiveness of the program, and discuss potential adjustments for improvements to the program.

Love Field Pilots Association (LFPA)

The Love Field Pilots Association was formed in 1980 to provide a voice for Business Aviation and has continued to represent the interest of business aviation operators in the Dallas/Ft. Worth Area in all areas of aviation activities. LFPA meetings are held every 2 months in which DOA staff attends to provide members with information on the Voluntary Nosie Program and other noise-related updates.

  Noise Ordinance

CITY OF DALLAS ORDINANCE

Sec. 5-25 Maintenance Run-ups.

No person shall start and run up an aircraft except in a place designated for such purposes by the director of aviation or one of the director’s assistants, and such activity shall not be conducted at Dallas Love Field or Dallas Executive Airport between the hours of 12:00 midnight and 6:00 a.m. At no time shall any person run up an engine or engines in such a position that hangars, shops, or other buildings, or any person in the observation area, are in the path of the propeller or jet blast.

  Noise Monitoring

Dallas Love Field utilizes Casper Airport Solutions as its Noise and Operations Monitoring System (NOMS) that is comprised of 4 fixed noise monitors in the community. Noise impacts of aircraft operations and other collected data for analysis and reports are found at: dal.noiselab.casper.aero/

  Voluntary Agreement

Voluntary Noise Program includes a voluntary agreement with airlines that minimizes scheduled flights from 2300 to 0600, but delays occur due to several factors including weather, etc.

  AOPA Noise Awareness Steps

Following are some general guidelines and techniques to minimize the noise impact produced by aircraft operating near the ground.

1. If practical, avoid noise-sensitive areas such as residential areas, open-air assemblies (e.g. sporting events and concerts), and national park areas. Make every effort to fly at or above 2,000 feet over the surface of such areas when overflight cannot be avoided.

2. Consider using a reduced power setting if flight must be low because of cloud cover or overlying controlled airspace or when approaching the airport of destination. Propellers generate more noise than engines; flying with the lowest practical rpm setting will reduce the aircraft's noise level substantially.

3. Perform stalls, spins, and other practice maneuvers over uninhabited terrain.

4. Many airports have established specific noise abatement procedures. Familiarize yourself and comply with these procedures.

5. To contain aircraft noise within airport boundaries, avoid performing engine runups at the ends of runways near housing developments. Instead, select a location for engine runup closer to the center of the field.

6. On takeoff, gain altitude as quickly as possible without compromising safety. Begin takeoffs at the start of a runway, not at an intersection.

7. Retract the landing gear either as soon as a landing straight ahead on the runway can no longer be accomplished or as soon as the aircraft achieves a positive rate of climb. If practical, maintain best-angle-of-climb airspeed until reaching 50 feet or an altitude that provides clearance from terrain or obstacles. Then accelerate to best-rate-of-climb airspeed. If consistent with safety, make the first power reduction at 500 feet.

8. Fly a tight landing pattern to keep noise as close to the airport as possible. Practice descent to the runway at low power settings and with as few power changes as possible.

9. If a VASI or other visual approach guidance system is available, use it. These devices will indicate a safe glidepath and allow a smooth, quiet descent to the runway.

10. If possible, do not adjust the propeller control for flat pitch on the downwind leg; instead, wait until short final. This practice not only provides a quieter approach, but also reduces stress on the engine and propeller governor.

11. Avoid low-level, high-power approaches, which not only create high noise impacts, but also limit options in the event of engine failure.

12. Flying between 11 p.m. and 7 a.m. should be avoided whenever possible. (Most aircraft noise complaints are registered by residents whose sleep has been disturbed by noisy, low-flying aircraft.)

Note: These recommendations are general in nature; some may not be advisable for every aircraft in every situation. No noise reduction procedure should be allowed to compromise safety.
